The Union Cabinet, in a major decision, on Wednesday approved the Central Educational Institutions (Reservation in Teachers` Cadre) Bill and restored the earlier reservation system based on 200-point roster. The Bill asks to consider university or college as one unit and will be introduced in the forthcoming session of the Parliament. With the introduction of this Bill, a ‘department/subject’ will no longer be treated as a unit. It will replace the “Central Educational Institutions (Reservation in Teachers` Cadre) Ordinance, 2019.”

Information and Broadcasting Minister Prakash Javadekar told media that the Cabinet decision will address the long-standing demands of people belonging to SCs/STs/SEBCs and ensure their rights envisaged under the Constitution. Javadekar said it will also ensure providing 10 per cent reservation to Economically Weaker Sections (EWS).

The official release confirmed that the Bill will allow filling up of more than 7,000 existing vacancies by direct recruitment in teachers’ cadre with 200-point roster.

“It will ensure full representation of Scheduled Castes/Scheduled Tribes/Socially and Educationally Backward Classes and Economically Weaker Sections in direct recruitment in teachers` cadres. It is expected to improve the teaching standards in the higher educational institutions by attracting all eligible, talented candidates belonging to SCs/STs/SEBCs/EWS,” the release said.

According to the Human Resource Development (HRD) Ministry, the move is aimed at giving a major push to reforms in the education sector, making it inclusive and keeping in mind the aspirations of the people from different categories.

What will be the impact of Central Educational Institutions Bill?
This decision will allow filling up of more than 7000 existing vacancies by direct recruitment in Teachers’ Cadre with 200 point roster and ensure compliance of the Constitutional Provisions of Articles 14, 16 and 21. It will also ensure full representation of Scheduled Castes/ Scheduled Tribes Socially and Educationally Backward Classes and Economically Weaker Sections in direct recruitment in teachers’ cadres.

The move is also expected to improve the teaching standards in the higher educational institutions by attracting all eligible talented candidates belonging to SCs/STs/SEBCs/EWS.

How it will be implemented?
The Cabinet said that University/ College will be considered as one unit, restoring earlier reservation system based on 200 point roster. No longer will ‘Department / Subject’ be treated as one unit, it added. “The unit for reservation of posts in direct recruitment in teachers’ cadre will be the University/Educational Institutions and not the Department,” it said.
